Is a hyperlink to an external PDF selection possible?

I would like to create hyperlink links to select or offset text in an external PDF document, as if it were defined by an anchor. For example, http://lib.extern.org/doc1.pdf?page=3¶graph=4so that when the user follows the link in their browser, the PDF opens with the specified offset. I am looking for any granularity, for example. page, paragraph, line, word, character, or even a pixel or inch offset would be acceptable. If you were given a range for the selection that would be ideal, the goal would be to highlight and link directly with quotes in external PDF documents (to which the application has read-only access.) It seems to be so, but I did not find a solution. Ideas?

There are no standards for command line options for plugins.

But if you can expose a new PDF file each time (make a copy and place a new object through some PDF manipulation API), you can enable OpenAction, which jumps to the specified page. You can even set additional viewing options (or do some other personalization, watermarks, whatever ...).
