User Controls and Composite Web Server Controls

Which approach should I use when it comes to writing a user control in ASP.Net. Should I create a user control or create a Composite Web Server control. And what about adding constructor support to the composite control. How they differ from each other and their pros and cons.

A distinction with an example of each will be preferred.
