Is the Windows user space file system the best option?

I want to create a virtual folder for the generated links. What I mean at runtime is that the location of the link is determined by the result of the request. However, I want all programs to have access to the folder. Therefore, I believe that expanding the namespace is not enough. However, a complete file system for simple links seems redundant. What is the best way to achieve this?

Well, if you decide that you need to expose the links as a file system, then the user-mode file system is the obvious choice. But the question is, why do you need links that will be presented in the form of files. Do you need to display content behind URLs as files? Or do you just need to have a hierarchy of links?
