What language / structure do you recommend me for implementing the CMS solution?

Hi guys, I have one short question:

Which programming language / framework, in your opinion, is more suitable for the quick and effective implementation of a CMS solution (for creating websites, ultimately on the cloud)?

I have to really write a CMS written in PHP (it's pretty old, not written using classes, etc.). I would consider the Symphony, what do you think?
