Getting the effect of relocating home tiles in Windows Phone 7

I have ListBoxwith elements that I would like the user to re-organize, similar to how you can remake tiles on the main screen. Is there a control or some simple way to implement it, or should I knock it over myself?

You need to roll it yourself. At this point, no management has been released that implements this out of the box.
