What is the likelihood that Orchard CMS is based on postgresql?

And if this is not possible, what are the implications of using SQL Express? Will there be something wrong using SQLExpress for db CMS and postgresql for my application?

Orchard uses NHibernate under the hood ( http://www.orchardproject.net/docs/Orchard-dependencies-and-libraries.ashx ), however the installer of the landscape art web platform allows you to choose between sql compact database or SQL Server instance (including express) -

I am not very familiar with this particular product, but if they do not explicitly declare that they support a particular SQL implementation, the chances are extremely slim that this will just happen. A quick look at their site suggests that you will need to use Microsoft SQL Server.
