Block outgoing connection (IP address) in C #

I would like to block IP from C #.

I looked at the MSDN and found only the use of a firewall exception.

Are there any other simpler solutions? I do not want to touch the settings of my computer.

No, only the OS or application that connects to the OS can block outgoing connections. A firewall is the best place to do this.
