MaxMind GeoIP Database

Question

I found that the accuracy of the MaxMind GeoIP database is 99.5% (free) or 99.8% (commercial) as published on their website. Does anyone know what will be 0.5% and 0.2%?

Are they the new assigned IP addresses or the actual addresses that change their countries?

I feel that my question is not very clear, but any answers are welcome.
