PCI Compatibility Service for Storing Credit Card Information - [NON-US Company]

Question

I am developing a website that will allow customers to pay by credit card. I live in Uruguay, so I can’t apply for a regular seller account like Authorize.net, Braintree, etc. Therefore, I cannot use the functionality that they have to store for credit cards in order to make recurring payments.

Any known processor / gateway for credit cards that offers this feature that allows you to store credit card information and access it (without seeing credit card information, only a token or identifier) ​​via the API to charge them and accept NON -US company? I know 2checkout, but they do not have functionality for re-payments :(

I have Googled for a few days with no luck, and maybe someone has some good advice.

Well, you can use the paypal API, and instead of storing users' credit cards, store your PayPal ID and then just bill PayPal in the API. Their PayPal account will allow them to enter a credit card to refund their transactions. See here:
