Configure WCF on IIS7 and Windows 7

I had a problem trying to view the WCF service (.svc file), which is hosted on IIS7 and Windows7. It causes the following error.

HTTP Error 404.3 - Not Found The page you requested cannot be completed due to the extension configuration. If the page is a script, add a handler. If you need to download the file, add a MIME card.

I tried to start ServiceModelReg, but he said that I must have administrator rights to start it, although I am the administrator of this machine.
