Should I download a test website? How?

When creating a website or application, it is best to test it so that it can handle the workload (using tools such as HP LoadRunner, RadView WebLOAD).

What if the application is hosted outside? Can I download-test it? Do I need to? How?

Short answer: Yes, you have to download the test.

Longer answer: you should try to reproduce the production environment in the test. It doesn't have to be exactly the same, but you should try as close as possible, especially in terms of the software environment and physical memory. Processor speed is less important for replication (assuming it's pretty similar), but you probably want to keep the number of processors right. Try to minimize disk speed as close to the production environment as possible, as this can become a significant bottleneck. Disk space is not so important if you do not make many records (temporary or permanent).
