I don't know what a Babylon dictionary is, but most likely it is not implemented in C #. Windows has built-in functions for launching applications using keyboard shortcuts. You can assign any combination that is required for a specific shortcut, and whenever you press these keys, Windows will launch this program.
For example, you can assign a calculator Ctrl+ application F12. For this:
Find or create a shortcut for the application that you want to run. (Your Start menu or desktop is a good place to look.)
Right-click the shortcut and select "Properties" from the drop-down menu.

In the Properties window, click the Shortcut tab and click Shortcut.
Press the key combination that you want to use to launch the application.
