EDIT: Sorry, I should have been more specific, since WCF seems to cover such a wide range. I was thinking about the case when you have several applications that use WCF / TCP communication as the mechanism of communication / IPC, and now you need to integrate your own (C ++) application that does not have .NET.

I have no idea what the "WCF world" is that you are talking about. WCF can be used to implement SOAP web services using either the old SOAP 1.1 formats or modern WS-Security. So your question becomes: can I call the SOAP web service with C ++, and the answer is obviously yes.
