IPhone tracking distance in background

I was wondering, before exploring the entire iPhone development stack, is it even possible to write an application in iOS 4 that can sit in the background and tell the user when certain geolocation events have occurred? For example, tell jogger when he has traveled 4 miles, but without having to always open the application?
