I like yEd . It has a simple but powerful interface with many options. Put in the boxes, name them and connect them with the arrows. Then use a hierarchical, incremental, layout to arrange them. This is Java and can be tried out on the Internet.

We are the product draw.io , it works initially in any browser, without registering / registering, save / load / export for free, and not based on Flash.

Try LucidChart (http://www.lucidchart.com). By far the easiest and most user-friendly flowcharts I've ever made. It looks like you can really use its collaboration feature (deletes sending files back and forth via email)
