Why doesn't ParentBackground work on a Windows Classic theme? (Delphi)

Question

I use a toolbar and a toolbar in my form.

First image : regular Windows 7 theme, ParentBackground for panel = True:

Second image : Windows 7 Classic theme, ParentBackground for panel = True:

Why does the ParentBackground property not work in a Windows Classic theme? and how can i solve this problem?

Best idea: Use the gradient bar . I resize it and match it on the toolbar: D
