This is the folder in which Windows 7 stores its jump lists, and I want to know how to automatically / programmatically find the connection between each file and the application.

The best way to learn how to sort files by date, change, and then interact with your machine, for example, open a file with Powerpoint, see and see which file is moved up. This is probably a Powerpoint file that you can confirm by opening it and looking at it.
