Pan and zoom a large image like in Bing Map control

Question

I am looking for a solution in which I can perform all gestures (click, pinch, drag) with a local image in a Windows Phone 7 application with acceptable performance. The Silverlight Bing Map control for WP7 does all this fine, but it cannot do this with a local image .

I started writing my own control, but I was wondering if there was anything written by someone else there. Is there anything there?

Can I reuse the Map control, but with my own image?
