Emacs function to download site-start.d directory on Mac?

Other systems, such as Debian, have code to load individual files internally /etc/emacs/site-start.dat startup. Now, after installing Magit using Homebrew, there are files in /usr/local/etc/emacs/site-start.dthat must be loaded when Emacs starts. Does Emacs stock a function for this, or should functionality be ported from debian-startup.el?

If you do not know exactly what they are talking about here, please do not offer arbitrary Elisp fragments for downloading files from a directory. Thank!
