Why does PL / SQL go down

I went through the TIOBE list of programming languages, and I noticed that PL / SQL was going down. This is not that I am a big Pl / SQL fan, I almost don’t know, but my question is: if Pl / Sql goes down, then there should be some alternative that helps developers achieve the same tasks that Pl should have performed / SQL, i.e. stored procedures, packages, etc.? What are these things?

I think you are reading this wrong. PL / SQL is an extension of the Oracle database. If PL / SQL is in decline, Oracle is likely to lose market share.
