How to install Google Map Api on a new Android device?

I recently got a G7 Desire that didn't have Google Map Api Lib in it. When I installed the application using google map api on my phone, the error INSTALL_FAILED_MISSING_SHARED_LIBRARY was indicated on the adb console. So how can I install Google Map Api in my new G7?

PS. Is there a list of devices in which Android devices do not have Google Map Api Lib?

You have an Android phone (HTC Desire for the Chinese market) that is not a Google brand. This means that there are no Google applications on it: no market, no gmail, no maps, etc.
