How to send a text message to a computer whose IP address I know?

I know this is a strange question, but I would like to know if there is a way to send a text message to a computer whose IP address I know.

For example , I upload a file via torrent from a PC on the network.

Through torrent I can find out the IP address of this PC, and I want to send a text message to the person who owns this PC.

Is it possible?
