Frame replacement?

I am currently redesigning an old web application that is heavily frame-dependent. I would like to get rid of frames, because these are painful javascript clips that they need, but still I would like the user to have a moving border between the two parts of the screen (view and attributes).

Which html element or html + javascript element can I use to replace frames?

I don’t think there are any solutions that will not include JavaScript. If you're okay with this, you can replace them with elements <div>and use JavaScript to resize them.
