It seems that you see the queues in Explorer, but the creation of a new queue fails. If you meant that you cannot force Explorer to connect at all, please clarify the question.
When you can see the queues, but cannot create them, there is a very good chance that you get authorization errors. You can test this theory by enabling authorization events:
