Android LocationManager.requestLocationUpdates with minTime> 0 does not work as expected

I have installed

locationManager.requestLocationUpdates (LocationManager.GPS_PROVIDER, 60000, 0f, this);

it has odd behavior, locationChanged receives a call every second, and not any time close to 1 minute. Secondly, locationChanged is called every second for 10 seconds, then it stops completely, the satalites gps icon disappears, and then resumes again when the screen returns with a display timeout.
what's wrong?
