Emacs: C-not working

I am using Emacs 22.3.1 on windows. Ca does not work. (Left Control-A works, Right Control-A does not work) I even set: (global key-set (kbd "Ca") "beginning of line"). still not working.

Any idea?

follow up

M-x describe-key

and press Ca to check what it is attached to.

(this will at least indicate that emacs understands Ca in some form)
