Is Tinperl dead?

I am looking for a lightweight and portable perl release and found it, but there seems to be no activity since 2003, which may be good for me, but I want to know if there are known issues.

From my experience, the best way to make Perl redistributable scripts for Windows systems is to use a packer like PAR :: Packer or ActiveState PerlApp .
