What do these android permissions mean and how to use them?

I came across these types of permissions for Android:

INTERNAL_SYSTEM_WINDOW
MANAGE_APP_TOKENS
REORDER_TASKS
SET_ACTIVITY_WATCHER

but they are unfamiliar to me. Can someone explain what they allow? In what situations can they be used?

These are all internal system tools, so they are not available for applications. Technically, the characters should not be in the SDK documentation, but we skipped @ hide-ing them for 1.0. You can look at the source of the platform, where they are used to see what they protect.
