This is the answer I got from the firefox mailing list.

You are missing the browser browser interface. Firefox is everything in the browser / source tree directory

http://mxr.mozilla.org/mozilla-central/source/browser/

including the following:

  • The user interface of the main browser window.
  • Settings window user interface
  • Power management interface
  • Data transfer for new users
  • User Interface for Bookmarks / History Data
