Site Under Construction page for asp.net

Question

I must realize the opportunity to display the "Site under construction" page while performing some maintenance work on the site. There are many ways to implement this behavior (using the global.asax file, using IIS, etc.). Therefore, I would like to know that waht is the most commonly used way to implement this function.
