Low level operations with SD card on Android

Is it possible to have low-level access in Android with Java / NDK to create, for example, a map scanner such as scandisk or map defragmenter? I am moving a lot of things around my map and it is quickly fragmented. I have experience with FAT32 defragmentation on Windows, but I'dliek for this on Android.

Fragmentation does not affect the SD card as much as it does on the hard disk, since there are no rotating parts or moving heads on the SD card, the difference between random access and sequential access to the SD card is negligible.
