SQL Server - does it really release memory when another process is needed?

We have an 8-core server with 16 GB of RAM, which runs SQL Server 2008. When we execute large queries on millions of lines, the amount of RAM used reaches 15.7 GB, and then even view files, open excel, etc. . It becomes very slow.

So, does SQL Server really release memory when another process is needed, or do I have another problem? We have no other major programs running on this server.

We set the maximum memory usage to 14 GB for SQL Server.
