I ask this question because the application has the ability to make changes to only one application DLL, then is there any other option that we make changes to this DLL and provide to the user, and the user should update only this DLL and not delete the whole install and reinstall the whole setup?

The .net dll does not need to be registered, so why don’t you make a small updater that simply replaces the updated dll. No need to uninstall and reinstall.
