Migrating subsets of production data back to dev

Question

In our rails application, we sometimes have db entries created by users that we would like to make part of our dev environment without exporting the entire table. Thus, we would like to have a special dump "dev and testing".

Any recommended recommendations? mysqldump seems rather cumbersome, and we would also like to use rail associations, so maybe rake would make more sense.
