You can snap altto any of the number keys, not the keyboard in windows. The reason you cannot do this is because the alt+ combination is numpad#reserved for entering most (unicode) characters by AFAIK decimal code. for example, alt+ 0215enters the character "×". I don’t think it could be overridden, so you have to come up with a different key combination.
