Should I avoid HTML formatted emails?

A few years ago, it seemed like it was wise to avoid HTML formatting in favor of plain text when sending notifications to users via email, because a) not all email readers supported HTML and b) HTML formatting of e-mail was more likely to get into users' spam folder .

Are these arguments still relevant, or is the fair play of HTML email now?

Any restrictions I should keep in mind?

I plan to use only a small subset of HTML - bold, italics, links, lists, and tables will suffice.

I believe that HTML is the way to go these days, all the clients I worked with use HTML to render their emails, but for this to be safe, you have to send it both in formats and in HTML and plain text . With .Net, just create an AlternateView.
