Which artificial intelligence theory is likely to lead to intelligent machines?

I am currently reading Intellect by Jeff Hawkins. Its memory prediction structure is very thought-provoking and is a promising explanation of what intelligence can be. Are there any other theories that are similar to the lines that try to provide the whole comprehensive theory of intelligence?
