WPF is designed for desktop applications, Silverlight for websites (ala flash), as well as for the new Windows Phone 7, Silverlight is just a subset of wpf configured for different platforms. Also - it really depends on the encoding, as with everything. If you do everything in the user interface thread, of course, the user interface will not be so responsive. I am coding a wpf application and it is as fast as winning.

It is relatively unlikely that WPF will die or be replaced by Silverlight anytime soon. Silverlight cannot create such rich client applications that can use WPF, and whether they like it or not, desktop applications will not leave in the near future.
