What is Commons Lang and how to use it? (Java)

Question

I tried to find a way to do some string manipulation and came across Commons Lang in response to another question posted here on stackoverflow. From what I can say, this is a set of libraries, do I need to download and somehow import this to eclipse?

Commons Lang, as you put it, is a general-purpose general library that provides a number of useful features.

To use it, you need to load the JAR and add it to the Java Build path in Eclipse. Cm:
