In MVP, who should deal with navigation?

I believe Lead is responsible for handling the navigation aspect of the MVP application. Is this true or are there exceptions?

You're right. The model cannot do this, and the view cannot do this.

In my applications, navigation is cascaded from the largest to the smallest. For example, a common application presenter gets the whole place, analyzes it, and sends any corresponding fragments to the next presenter for finer details.
