(Fixed Width) vs (Variable Width) Website Design

I am studying website design. One solution is how to present data to the user, i.e. With the presence of different monitor sizes, regardless of whether to structure the data in order to occupy the entire screen (otherwise GMail) or to make it a fixed width, i.e. select the standard monitor size (1024x768) and make it the same for all monitors (also known as StackOverflow).

I am inclined towards Variable-Width design, what I am trying to understand is what are the consequences of this design decision when programming? that is, what should I keep in mind when I program a website with a variable width design (specifically using CSS)?
