Commercial Help tools available for .NET applications?

I am looking for some tool that can be used to create .chm help files (or something else that works with .NET) for my .NET application. I understand that Microsoft offers a free product that works great, but here's a warning: I work for a contractor who receives money from the government. As you can imagine, we have certain processes that simply want to spend time and money. One of them is our approval process for "free and / or open source software." Given that this tool is free for Microsoftsoft, the program management has nothing to do with it ... they are more likely to find the one they can buy and get a license to eliminate any ambiguity regarding our legal rights to use it. So yeseven if there is a good, free tool to meet the needs of management that does not want to deal with stupid, expensive and time-consuming processes, I am looking for something (which is probably less capable) that costs us money and does the same / similar thing.

I use the Help and Guide, which is extremely effective. It provides several outputs - chm, pdf, hlp and others. It is easy to use; can accept very large sources of assistance; and supports multiple languages ​​and external translators; and can be used to create help (tool tips, etc.). I have no connection with the product or company, except as a very satisfied user. I believe that its capabilities are far superior to Microsoft's free tool, although several years have passed since I used the MS tool.
