I had a éàéà string that I passed to serialize . This gave me the line % C3% A9% C3% A0% C3% A9% C3% A0 .

How can I go back (either in JS or PHP) to éàéà to correctly store a string in my MySQL UTF-8 database?

This is URL-encoded . You just need the URL to decode it.
