Getting error while trying to generate xsd: schema using xsd.exe

I have a custom configuration section and I want to generate an xsd schema using the xsd tool, however I get the following error:

However, I do not implement ICollection in my section, it looks like this:

It doesn't seem like ConfigurationElement implements ICollection, so I'm not sure why I am getting this error?

Having a deep look through the reflector to find when this error is thrown, he is even more puzzled, at first my little test really evaluates to false:

In the reflector, the only place I can find that this exception is wrapped in this exact test, I found it in System.Xml.Reflection.TypeScope.ImportTypeDesc and looks like this:
