ITunes Connect: Do I need to complete the “iOS Paid App” contract before trying to submit my app?

It looks like they want my bank information, tax information, etc. in the iOS Paid App contract ... Am I doing all this before myapp is even approved?

You can send and approve free applications and distribute them in the application store without an offer or participation in Paid applications.

If you submit a paid application and approve it, its availability in the application store will be delayed until your contract with Paid Apps is concluded. Therefore, if you do not want this delay, you must complete the contract with Paid Apps long before you are ready to sell your applications.
