I've heard a lot of blogs in the Web Dev area, and people say that users tend to ignore (or annoy) content that is vibrant / overly animated and negatively affects usability, but is there any research to support this claim?

Unfortunately, if you are not affiliated with a research institute, you may have to buy a magazine subscription to receive the documents. As a general remark, this does not seem to be a huge area of research, but these documents should at least provide some keywords and links to guide further searches.
