Does Windows CE use UTF-16 or UCS-2?

Windows NT only supports UCS-2, then, starting with Windows 2000, it started supporting UTF-16.

But what about Windows CE? Does it still only support UCS-2, or is native encoding now UTF-16?

Work with Unicode Surrogates

Windows CE [5.0] provides a substitute for Unicode support at the OS level and in Microsoft® Internet Explorer. Support is limited to surrogate processing and display; editing is not supported.
