Is python time module reliable enough to measure response time?

Last time, my question was not specific enough, and so this is the second question on this topic. I am doing some experimentation, and I need to accurately measure the response time of participants to questions in milliseconds.

I know how to do this with a time module, but I was wondering if this is enough enough, or I have to be careful using it. I was wondering if any other random processor load would interfere with time measurement.

So my question is: will the time response time with the time module be accurate or will there be some noise associated with it?
