Eclipse cannot format html file

Question

I am using eclipse-jee-helios-SR1-win32, I found that it cannot format the html file, please check this img (this is the result after using "ctrl + shift + F"):

As shown in img, it does not format the file perfectly. The body tag must be indented.

I did not set any settings in the HTML editor, all settings are by default.

Also, I just did not install any plugins waiting for Spoket.

So I wonder why?

This is a NetBeans formatted file, it works well, however I do not like this IDE.
