What is the difference between a “request error” and a “change request”,

Recently, I was assigned a bug to fix, which from my point of view was actually a request for change. After some investigation, it turned out that this error was caused by a defect in business requirements, but it was still considered an error.

I often see change requests push forward, disguised as errors. I'm just trying to find out if there are any differences.

“Error in requirements” means that something is wrong with how the functionality was originally developed.
